That will create a non-editable PDF file with all of the fields 
permanently filled in.  If one wants to fill in half of a form, save it, 
and re-open it later to fill in the rest of it (quite a common thing 
with tax forms, I would imagine) Preview won't do that.  At least 
not right now.
