You're probably thinking of Anagrams by  Andrew Trevorrow.  It doesn't
seem to be at info-mac, but it's in the UMich archive at
util/text/anagrams1.2.cpt.hqx.

Karma Manager does have the best name for an Anagram Maker, though...
