1. 32bit mem must be ON (memory control panel) to use memory beyond the first
   8MB. If it is off you get exactly the symptoms described.

2. Turning on 32bit mem addressing CAN crash the machine if some part of the
   memory addressing is not 32bit clean. This can be caused by 
   (a) old programs or hardware expansion cards that were not 32bit clean
   (b) on some of the old II series machines (according to the MAC bible) 
       some of the ROMS were not 32bit clean.
 
3. Mode32 (according to the MAC bible) was meant to fix 2(b), but I'm not
   sure about 2(a).  SO>>>>>

4. Before proceeding further with a II series machine and 32bit addressing
   it would be wise to have an extensions manager in place.
