I don't mean to be patronising but are you sure you pressed the correct keys?
I have never found a computer that this doesn't work on.

I own an LC and a plus and have used System 6.0.7 on it many times and have
never had any trouble.

HOWEVER THERE ARE A FEW THINGS THAT CAN CAUSE the problem you have described
1.  you are running from a floppy that is locked.
2.  the current system disk floppy or hard is full and there is not enough
    space to put the file on the disk.
3.  A major system error.
