HayesConnect does exactly this. HayesConnect consists of two parts. The
Server runs on a Mac with a modem (or other serial device) and allows
that device to be shared with any number of client Macs. HayesConnect
works over all forms of AppleTalk (LocalTalk, Ethertalk, TokenTalk).

Clients access the server by using the HayesConnect chooser device, much
like they select a printer.

HayesConnect is about $79 from the larger mail order houses, like
MacWarehouse. It should do what you want.
