Kaetron Software specializes in this kind of programs. TopDown is the elder
brother. It is targeted towards flowcharting and is very good at it. The
younger brother OrgChart, as its name indicates, is more directed towards
organizational charts. It is very sophisticated and remarkably user-
friendly.

If you are interested in flowchart, TopDown is your guy. If you are into
really powerusing and are building and modifying large hierarchies,
OrgChart fits the description.

On the down side, neither is free/shareware.
