Problem with Assign Menu Keys in Qued/M 2.5

 I've received the 2.5 Qued/M upgrade, and it seems to have a bug with the
 Assign Menu Keys command. When I select it, the assignment dialog appears,
 but when I pick a menu command (all are grayed out), nothing shows up in the
 dialog. According to the manual, I seem to be doing everything correctly.
 Any ideas?

 I've ruled out any init conflicts by booting with a stock system (shift key
 down at boot).

 This is System 7.0.1, tuned-up, on a IIci.
