I got a very quick reply from Nisus Support on Compuserve (thanks Jim). It
turns out that there is a limitation in System 7 of a maximum of 28 items
in the Apple Menu Items folder for proper operation of menus during a dialog.
The workaround is to move the Apple Menu Items (AMI) folder out of the System
folder, assign the menu keys, and then move the AMI folder back into the
System folder.
