FileForce is basically a stripped down version of 4th Dimension. It does
not support the full set of commands nor as robust a development
environment. It was targeted at competing with FileMaker Pro. Also, there
is no runtime version so each seat costs that same as the development
version. There is also no compiler so you are always running interpreted.

This may be fine for a small database application and if you outgrow
FileForce, you can upgrade to 4th Dimension and not have to rewrite a
single line of code. There is a converter application that converts
FileForce to 4D.
