Using ^C with PB170 Internal Modem?

The subject says it all (almost). Is there any way to send a ^C
over the PowerBook 170's internal modem? It seems that the modem
always wants to interpret it as a "break" character. I can recover
by typing "ato", but it's annoying and, more importantly, it doesn't
send the ^C down the line. Since I use the modem to log in to
UNIX systems, sending a ^C can be quite useful (as an interrupt,
for emacs, etc.). Is there any way to reconfigure or disable this
part of the modem's operation? It doesn't seem that "at y" will
work.
