why is uploading files so slow?

I have been having trouble sending files as e-mail attachments.

I have an ISDN line (64K) with an NEC ATerm 35 adaptor (modem) and a
PowerMac6100. Data comes in to my system at a very good rate, up to
5kbps/sec. in some cases. However it is VERY slow when I try to send
data out. I have recently been trying to send files as e-mail
attachments, using Eudora J. Even fairly small files (12K - 15K) take
forever to send, and usually fail. The failure is due to the MacTCP
timing out. I get the following message:

_____________

That pesky MacTCP is acting up again.
5
The connection timed out
{37:140]

_____________

Does anyone know what I can do to improve this situation? Is the slow
transmission rate due to a problem with my ISP? (At one point I had two
different ISPs, but found the same problem with both so I'm not sure)

Is there a way to tell the MacTCP not to time out, or to reset it so it
takes e.g. 30 mins. before it times out?

Anyone else have this problem? I need to solve this because I have had
several important files that I haven't been able to send from home (I
eventually had to break each up into several smaller files in order to
send).

Any insights would be appreciated.
