yes, for example you  can buy 24 bit video card for your LC and get 32 bit
graphics--- this would not be possible if 32 bit quickdraw were not in the 
LC's roms.
Only recent (1989 or so and later) macs have 32 bit quickdraw in rom tho...
other's load it in from disk (in system 6, there's a file called 32bit
quickdraw which drops into system folder -- dont know about 7)
