Is there a cheaper phone dialer than a 2400 baud modem?

I would like to have my Mac dial a phone, but I have no need to
have a modem on this line. The intended purpose is to be able to have
the Mac reset/change call forwarding on my regular voice line (which can
only be changed from the phone being forwarded, not remotely).
Thus I can call in to a modem via applelink remote, or just with an
phone and an app that listens for tones and takes commands, and issue
a command to have the mac dial out on my voice line and reset or chnage the
forwarding. So I do not need a full modem, but perhaps just a putting
a cheapo on a serial port, setting it to never answer, and then plugging
my phone/answering machine into it, is the easiest way to do this. Any
ideas? I know you can issue tones with just the speaker, but how do you go
off-hook?
