  Menus are loaded very early in the sequence; the loading is triggered when
you call InitUMacApp.
  I don't know what the side effects of changing the resource file ordering for
this routine; there isn't a way to hook into the process later to change what
you want to do. (The only way would be to change the sources: the routine you
would need to edit is InitUMenuMgr()).
