Actually, this has been discussed on the xcode list a lot, and the 
conclusion is: "The 10.3.9 minimum requirement [for apps built with gcc 
4] is ONLY for C++ and Objective-C++ applications. According to the 
document, plain Objective-C [and C] apps built with gcc 4.0 will run all 
the way back to Mac OS X 10.3.0 -- but not on 10.2 Jaguar"

But I believe your point stands Larry, a better example is that XCode 
1.5 does not work on Tiger and XCode 2.0 does not work on Panther.  
Basically, XCode is "part of the OS" it seems. :)
