This will be the Info.plist that is inside your application's bundle.  
If you based your app from the Objective C stationery, then there is a 
SimpleHello.plc file which generates the Info.plist file.  Open up this 
.plc file and add these keys

      key "NSJavaNeeded" value string "YES"
      key "NSJavaRoot" value string "Contents/Resources/Java"
      key "NSJavaPath" value array
      [
         string __OUTPUT_FILENAME__ ".jar"
      ]

I don't know much about Java so there may be additional items involved 
such as how to generate the .jar file.  You may need a separate target 
to build it and place it into the
Contents/Resources/Java folder of your bundled app.
