The MSL version is not.  If you're using StdLib or the Mach-O BSD lib, I 
think they might be.

No.  You only need to enable AltiVec compiler settings if you are trying 
to vectorize your own code.  There is no need to enable it for code in 
other libraries.

It's your call.  Use the standard functions, and if they don't provide 
enough performance for you, feel free to rewrite them yourself.
