Can anyone tell me if the new CodeWarrior has any support for building
application bundles, or does it still only target single file apps?

I only ask because I understand certain OSX APIs (e.g. Apple Help) are only
accessible if you use a bundle.

If not, are there any tools out there that can help you convert from single
file to bundle (i.e. help you manage the Info.plist, transfer resources to
data fork, etc.)? Perhaps there's something on that Developer Tools CD I
got from Apple along with OSX Beta, but for some reason, it refuses to
install on my G4.

you use the packager postlinker. I'm not sure where this is documented. :(

I saw a panel in project settings in CW 6 for bundling, but I haven't tried
it yet.
