My Grouch doesn't work!! HELP!

I have a Powerbook 145 and can not get the Grouch to work.  I
put it in the system folder and it automatically put it in the
appropriate folder.  When I restart and empty the trash, nothing.
What's the deal?  Does it have to have color?
