I've gotten that error message, but it has always been due to exiting
Servant (using the Shut Up command) without having closed all the
applications.  Any applications that were open at the time cannot be
opened by Finder.

Rebooting seems to clear this up.  Whatever it is that the Finder is
looking at, it isn't one of the flags that the Set File DA can set.
