I had EXACTLY the same problem when I installed an Internal Hard disk WHEN I 
ACCEDENTLY LEFT OUT THE APPLE ROMS!!!!
 
So I would assume the H/W that maps or loads from the ROMS is bad or maybe a ROM
has gone bad itself.  Service Center time!!!
