startup screen query

I have a startup screen file I would like to modify, but am unable to
open it from ScreenMaker, MacPaint, and several other programs I thought
might be appropriate.  Anyone know what the problem might be and/or what
program I should try using?

Please email answers and queries and I'll summarize to the net (assuming
this doesn't turn out to be too trivial.)  Thanks.
