TIFF file reader and converter

I need to get a file that can display TIFF formatted graphics files and
I also need a file that can convert those TIFF files to other formats.
Can any one help me out?  I think I saw a program on the net or Sumex
that would convert TIFF files but I dont remember the name of it.
