SFVolInit is part of "Stuffit Utilities".  (Not to be confused with
Stuffit itself.)  Both of these are available on Sumex.Stanford.EDU
(36.44.0.6) in info-mac/util:

Stuffit Doc is the manual for Stuffit 1.5 & 1.5.1.
Stuffit 1.5.1 is a significant bugfix release for 1.5.
Stuffit Utilities is an archive and contains a manual for all of its contents.

Note that the author's (Raymond Lau) instructions prohibit SFVolInit
from being distributed separately from Stuffit Utilities.  Both Stuffit
and Stuffit Utilities are shareware with separate fees.

I've had no problems using SFVolInit on my MacII (6.0.2).  It creates
folders, puts me in them, etc.  Works great!
