Raster to Vector translation on IBM or Mac

I am looking for a program that will run on either the IBM-PC
or a Macintosh that will do raster to vector translation.

What I want to be able to do is scan in an architectural
drawing using a scanner hooked either to an IBM or Mac. Since
the standard input is a PIC or bit mapped image, I would like
to convert this to Vectors so that it can be moved into
AutoCAD, or DataCAD or what ever high end package will allow
importation, and great CAD ability.

This is not ground in stone. If there is another, or more
direct way of doing this scanning, I would love to hear about
it. Any information will be graciously accepted.
