At the developer's conference, the outline font group said that the quickdraw group has not kept up with them. So there is no quickdraw call to specify rotation of text (or rotation in general, which would be a nice feature, especially in the form of a world coordinate system transformation). However, they said that there is a Pic comment that will rotate the outline text, but I don't remember what it is.
