Recommendation for certificate-making software wanted

I'd like recommendations for a good software package to make
fancy-looking certificates (e.g. scroll borders, seals,
calligraphy lettering, etc.) like diplomas. I'll be outputting
to a laserwriter. I would like the option to insert my own
graphics (e.g. EPS). I prefer feedback from those who have actual
experience with the software.

I see two packages in the mail order catalogs:
Certificate Maker (~$22) - publisher: Springboard
Top Honors (~$50) - publisher: Springboard
I don't know the difference between them; presumably they are different,
since they come from the same publisher and are priced differently.

Alternatively, I have access to Adobe Illustrator 88 (I know
its overkill) if people recommend I use that. Presumably I'd
need to get one of Adobe's libraries of border designs, since
I am not particularly artistic myself. Zapf Chancery and
some of the other fonts would do for the lettering aspect.

So... any suggestions or recommendations about these or other
packages?
