I just asked this yesterday and got plenty of responses. Here are
some places to find OzTeX. Read the README file in the OzTeX
directory to see what to do.

tank.uchicage.edu 128.135.4.27
umn-cs.cs.umn.edu 128.205.32.5
rascal.ics.utexas.edu 128.83.144.1
handies.ucar.edu 128.117.64.4
giza.cis.ohio-state.edu 128.146.8.61, 128.146.6.150

>Is it a complete Tex? What does it mean if it is?

It looks complete to me, but I'm not a TeXpert.
