Network Fax Wanted

Can anyone recommend to me a fully functional faxmodem that will work on
an AppleTalk network?  We're looking for the ability to send and receive
faxes by anyone on the net, as if the fax were attached to the local Mac.
Note that this requires some way for incoming faxes to be designated or
routed to the right person.  Is this possible?  I can't find anyone who
has marketed such a product. It occurred to me that it might be possible
to use a Shiva NetSerial, but a person at Shiva says that it won't do what
I want.
