The carrot is dangled on a stick in front of the intended target for motivational purposes. The target (a donkey in the traditional tale as I recall) is motivated by the reward of the carrot - should he ever figure out how to reach it. He walks, the cart moves, and all are happy (except the donkey, who never does figure out why he can't walk far enough to reach the carrot...). -Tim
