pCD, a Photo CD viewer, has been submitted to sonata.cc.purdue.edu.
It's in /pub/next/submissions. An excerpt from pCD.README says,

Thanks to Hadmut Danisch of the University of Karlsruhe, who
deciphered Kodak's Photo CD file format by reverse engineering, I have
been able to put together a Photo CD viewer for the NeXT.  The app
ain't perfect and there still lurks a bug or two, but I wanted get it
out to beat the Christmas rush.  In addition to my source code for the
user interface, I have included Hadmut's original software, hpcdtoppm
(v0.3).
