Manual ICON positions in Workspace Manager

I can drag and drop file and folder ICONs around the Workspace panel and  
they stick there for awhile, but eventually they move back into sorted  
positions.  This happens even if the .places3_0.wmd files contains

Places = "grid locations in here...";
ManualPositions = YES;

Does anyone know how to enforce Manual ICON positions?
