ctags(1) bug -- is their a public domain replacement?

ctags(1) has a bug: it doesn't reconize globals that are used as indexes.
For example:

---
int a;

main()
{
	char c[1];

	c[a] = 1;
}
---

The global a is not shown in the tags file to be used in main.
Is there a good PD replacement? One that does the cross-referencing that
NeXT's ctags(1) does?  Thanks, Ross.
