remapping the keyboard (control and meta keys)

Can anyone tell me a way to remap the keyboard on a Next machine, so
that the 'command key becomes the control key?

I am used to editing in emacs, with a lisp-machine keyboard, and
would like to have the control and meta keys adjacent.

Thanks,
	Henry
