As it happens, this fellow is from Madison and I know him.
I can't imagine his saying anything other than what he
means, so I think the thing to do here is take him at his
word, remembering that he's just one person of many
involved.

My only comment would be that "constructive" and "well informed"
should probably be interpreted broadly within NeXT.  Not seldom
with large and complex software systems, being well informed is
next to impossible unless one is expert in kernel operations,
device drivers, signals, sockets, and a host of other common
problems.  I realize that one of the main ideas of NeXTstep is
to address concerns of that type, but that very fact can make it
difficult to characterize a perceived problem correctly.  The
situation reminds me of one of my favorite quotes:
