I wouldn't think you'd have to.  Just like going from 2.0 to 2.1, there
should be no new licensing fee associated with going from 3.0 to 3.1,
just the cost of media.

Interestingly, the 2.0->2.1 media was rather expensive--the CD for 3.0
to 3.1 ought to be considerably cheaper.  I'll venture a guess of $19.
