Could be, but take a look inside /usr/filesystems/DOS.fs/DOS.label.

I know when you do that, you'll think aha, I can just change the  
contents of this file and get a reasonable default label name.  Tried  
it.  Doesn't work, although I didn't try a reboot.  I may have it  
backwards though.  This file may be where the system writes the DOS  
label rather than where the system reads it.
