NNTP not accepting connections

I have had this problem with NNTP ever since I upgraded to PR1.  NNTP
works fine if you just fire it up, but if you try to telnet to the
nntp port, it just dies:

valinor [andrew]-1% telnet imladris nntp
Trying 190.0.0.2...
telnet: Unable to connect to remote host: Connection refused


anybody know whats up?
