I'm using a ZyXEL fax modem and I have the same problem at first, too.

Then, I changed the entries in /etc/ttys and /etc/remote, especially
in /etc/remote, there is several statement that has UNIX-1200......

Change it to 9600 will solve the problem.

Change it to the followings**************/etc/remote
UNIX-9600|9600 Baud dial-out to another UNIX system:\
	:el=^U^C^R^O^D^S^Q@:ie=#%$:oe=^D:tc=dial9600:
UNIX-300|300 Baud dial-out to another UNIX system:\
	:el=^U^C^R^O^D^S^Q@:ie=#%$:oe=^D:tc=dial300:

tip0|tip9600:tc=UNIX-9600:
tip300:tc=UNIX-300:
cu0|cu300:tc=UNIX-300:
cu9600:tc=UNIX-9600:

I'm not sure if there is any side effect, but it works fine for me!
