Hmm.  You could probably copy the receipts into the LocalLibrary directory.   
That should work OK, except that attempts to delete a package won't delete  
the copy of the receipt which is in /LocalLibrary.

In a similar vien, it seems to me that people should be able to get their  
receipts in ~/Library/Receipts as well.  If I'm installing something in  
~/Apps on a machine, then the receipt is specific to me.  I'd think this  
would be important on machines which are regularly used by multiple users.

Is there any way to do this?  (Say, for someone who wants to install a  
package, but has no access to /NextLibrary or /LocalLibrary)
