I assume you are talking about Quotas.tar.Z, written by the godlike
Marc Majka (Hi Marc).  :-)    I believe it is still on sonata in
/pub/next/1.0-release/sources.
Let me add that I use it on our systems here every night, including
tons and tons of kludgey hacks to do all sorts of stuff like
compressing directories for people who are over (instead of
disabling their accounts), etc.... it works absolutely fine, and we
have 1770 user accounts at last count (netinfo of course).
