help with rebooting

I am having trouble rebooting one of our NeXT machines. 
The machines use NeXTStep 3.0.

I tried to reboot it in all the possible ways(as mentioned in 
the book NeXTSTEP NETWORK and SYS. ADM.on page: 235-237) except
the emergency shutdowns. Everytime I try to reboot, the machine
after running fsck and obtaining the hostname from the master
server, chokes by saying,

/: file system full
IO error on pageout: error  = 28
vnode_pageout : failed!

Anyone have any idea what the error no. 28 is? I tried to look
it up in the above mentioned manual. But I couldn't find it. I
think that fsck runs fine since one of the rebooting messages says
file system clean.

What is pageout, anyway?

(I don't know if this matters, but all the other client machines
are running just fine).I assume therefore that the master server
is running fine too.

I appreciate it very much if someone could help me with this.
