There is a file called ftpaccess, which should be placed correctly (e.g.  
/etc ) AND should contain the correct entries that match your situation.  
Especially the line

class	local	real,anonymous nobugs friday nanno xxx.xxx.xxx.* 0.0.0.0

is important for users to gain access. Replace the xxx.xxx.xxx with the  
site part of your internet address and everything should work fine.
