I don't know about 3.0 or how the login window works, but here's what
  we do here at Reed College.

In /etc/rc.local we have the lines:
	# A greeting on the login window.
	dwrite loginwindow HostName "Welcome to `hostname`!"

Works quite well and everyone likes it.
Now if we could just get tiffs of the 7 deadly sins.
