Cannot cu direct to modem

Most versions of "cu" I have seen allow you to "cu -l ttyxx"
to talk directly with your modem. This is useful for the purpose
of modifying modem register settings, etc. When I try this on a
NeXT however, the "cu" program complains about "missing phone
number"...

Am I doing something wrong, have something misconfigured or is
the NeXT version of this program just brain-damaged?
