Can anyone confirm, deny, or suggest fixes for these apparent
"features" of 2.x, as well as comment on whether they are fixed in
3.0?  Ther is nothing in NextAnswers spring 92 on any of these.

1. process accounting cpu time values are wrong (quick test: take a look 
at 'lastcomm' output - almost all process use 0.00 cpu seconds)

2. lpr/lpq do not respect the PRINTER environment variable (along with
other misbehavior to do with hardcoded "Local_Printer").  

3.  no wtmp entries for console logins - someone else mentioned this
but I saw no answers.
