Problem with booting off external drive

After only minor problems, I managed to upgrade my NeXTStation to 3.0 off
CD ROM . . . the problem I'm having is that I can't get it to boot off
of it.

I did change it to SCSI 0 . . . the other devices are the internal drive
at SCSI 1 and the CD ROM drive at SCSI 4.

When I power up my NeXT (powering up the two external devices first) I
immediately get the ROM monitor.

It boots fine when I bsd . . . finds my external, sets it as sd0a from
target 0, the internal as sd1a from target 1, etc.

And otherwise it runs without a hitch. But I'm a little concerned that the
NeXT doesn't recognize the external drive at power up . . . or at least
refuses to boot until I type "bsd"

Any ideas?
