Can anyone point me in the general direction of disk quota type utilities?   
I want to keep some users within a certain level and have the system mail  
them and me when they go over that limit (or any other sort of  
notification).

Try Marc Majka's package which should still be available on
sonata.cc.purdue.edu in /pub/next/1.0-release/source/Quotas.tar.Z.
It's useable, and pretty easy to customize.  It does what you want.
