While trying to list or install anything using the Installer app, I
get this error (nothing in the colsole log, just this in a panel):

Internal Error: checking phase returned unknown status 32512 (0,0,127)

What does this mean and how do I fix it?

The problem was that all the files in the Install app dir should be
readable and executeable by everyone.  In my case, they were not.
