In the early 1980s, when Apple engineers were designing the Mac, they made
a *tradeoff*. Their choices: either waste some of the precious real
estate of a 9" screen with another icon, or overload the trash can. They
chose the latter.
Since then, they have decided that it is better to remain consistent with
what current Mac owners are used to than to change it around and "correct"
the problem. I for one sure wouldn't want to answer a new Mac user's
question of "How do I eject the floppy" with "Well, it depends on what
version of the system you have...". In practical terms, it's a fairly
minor problem.
